Mazagon Dock Backs Andhra Pradesh Shipyard Project After Tamil Nadu Plan Stalls

India’s leading defense shipbuilder, Mazagon Dock Shipbuilders Limited, has shifted its focus to the proposed Andhra Pradesh Shipyard Project at Dugarajapatnam after its earlier expansion plans in Tamil Nadu failed to move forward.

The development marks a significant boost for Andhra Pradesh’s ambitions to emerge as a major shipbuilding and maritime hub.

Tamil Nadu Project Hits Roadblock

Mazagon Dock signed a non-binding memorandum of understanding with the Tamil Nadu government in September 2025 for a greenfield shipyard project in Thoothukudi.

The proposed investment was estimated at ₹15,000-18,000 crore and aimed to build large crude carriers and commercial vessels.

However, progress slowed after Tamil Nadu moved ahead with a separate partnership involving South Korean shipbuilding giant HD Hyundai.

Subsequently, new central government shipbuilding guidelines required a competitive bidding process through a special purpose vehicle, further delaying the project.

Andhra Pradesh Emerges as New Destination

Following the setback, Mazagon Dock has now emerged as the anchor investor for Andhra Pradesh’s proposed shipyard project at Dugarajapatnam.

The project is estimated to attract investments worth nearly ₹29,000 crore and is expected to strengthen India’s shipbuilding capacity.

Officials are reportedly planning a site visit in the coming weeks to assess infrastructure requirements and future development plans.

Major Boost for Maritime Sector

The Dugarajapatnam project could generate thousands of direct and indirect jobs while attracting related industries to the region.

In addition, the facility could support commercial shipbuilding, defense manufacturing, repair services, and export activities.

Industry experts believe the project aligns with India’s efforts to expand domestic shipbuilding capabilities and reduce dependence on foreign facilities.

Competition Among States Intensifies

The development also highlights growing competition among states seeking large industrial investments.

Both Andhra Pradesh and Tamil Nadu have actively pursued shipbuilding projects as part of broader industrial growth strategies.

For Andhra Pradesh, securing Mazagon Dock’s participation could strengthen its position as a key player in India’s maritime economy.
