Fiscal Hurdles and Developmental Aspirations of Andhra Pradesh

Since the bifurcation in 2014, Andhra Pradesh has faced lingering fiscal challenges, primarily due to the loss of Hyderabad, the erstwhile joint capital and principal source of revenue. Although promises of special category status were made, these remain unfulfilled, leading to severe budget constraints for the state government. The 2025-26 budget reflects this tension, with projected revenue deficits amounting to nearly 1.8% of the Gross State Domestic Product.

In this challenging economic context, the state’s developmental ambitions remain high. The revival of the Amaravati capital city project stands as a beacon of hope and a testament to Andhra Pradesh’s commitment to futuristic urban planning. Spanning over 217 square kilometres, Amaravati aims to integrate administration, economy, education, and healthcare in a sustainable design. The project’s revival, supported by Prime Minister Narendra Modi and Chief Minister Chandrababu Naidu, symbolizes promises of infrastructural modernization and socio-economic uplift.

The critical Polavaram irrigation project, with its vast potential for agricultural irrigation, drinking water supply, and hydroelectric power generation, continues to be a cornerstone of the state’s developmental agenda. Despite facing inter-state disputes and environmental concerns, its completion is vital to addressing water scarcity and enhancing agricultural productivity in the region.

The state government’s budget allocation towards these flagship initiatives, alongside social welfare schemes targeted at farmers and vulnerable populations, delineates a balanced approach between immediate relief and long-term growth. Yet, the sustainability of these efforts remains contingent on securing adequate financing arrangements and fostering cooperative federalism.

In essence, Andhra Pradesh navigates a complex interplay of fiscal adversity and ambitious infrastructure-driven growth. How effectively these challenges are managed will determine the state’s trajectory toward realizing its vision of prosperity and development.
